Effective September 1, 2019: Important Changes to CalFresh

Some CalFresh recipients in Alameda County are now required to meet federal work requirements. The requirement, known as Able-Bodied Adults Without Dependents (ABAWDs), applies to anyone receiving CalFresh between the ages of 18-49 without a child living in the home. If you are not exempt from this requirement, and you do not meet it, you may lose your CalFresh benefits after 3 months. You can meet this requirement and keep your CalFresh benefits by choosing to participate in the CalFresh Employment & Training (CalFresh E&T) program.

Why Participate in CalFresh Employment & Training?

How Do I Participate in CalFresh Employment & Training?

For General Assistance applicants/recipients who are also receiving CalFresh benefits:

  • If you have applied for or are receiving General Assistance and CalFresh benefits, let the Social Worker or Eligibility Services Technician know that you’d like to participate in CalFresh E&T

For CalFresh Only applicants/recipients:

  • Visit an SSA office and meet with an Employment Counselor to learn more about the program and enroll in CalFresh E&T. See the list of SSA office locations here;
  • Tell the eligibility worker that you would like to enroll in CalFresh E&T; or
  • Call the SSA Customer Service Call Center at 510-263-2420 or 1-888-999-4772 to speak with someone who can help you enroll in CalFresh E&T.

What Activities are Offered by CalFresh Employment & Training?

The CalFresh E&T program is operated by Alameda County SSA. CalFresh E&T activities are conducted by Alameda County or 3rd party community-based organizations that partner with SSA. CF E&T participants will work with Employment Counselors to get connected to any of the following CalFresh E&T services:

Job Search Support

CF E&T participants will work with Employment Counselors to get connected to any of the following CalFresh E&T services:

Education

Get connected to classes and programs in community college, adult school, ESL (English as Second Language), GED certification or high school diploma completion, or other short-term education programs that meet your needs and goals.

Job Training and Work Experience

Sign up for any of a variety of job training and work experience programs that interest you. Programs cover a range of job industries, including:

  • Health care industry jobs (e.g. community health worker, health navigator, etc.)
  • Light manufacturing social enterprise
  • Graphic design social enterprise
  • Urban arts merchandise design and production
  • K-12 after-school education
  • Culinary and food services jobs
  • Construction and solar photovoltaic systems
  • Banking and financial services
  • Community clean-up and beautification

Workfare

Get assigned to a work site for up to a year to complete public service volunteer work to fulfill your work requirement for CalFresh.

Job Retention and Supportive Services

CalFresh E&T participants can get paid or reimbursed for job/training/education expenses that are necessary for their participation in the program, including but not limited to: transportation, work uniforms, necessary work tools/equipment, books and training manuals, union dues, basic dental or vision correction expenses, etc. Participants who gain employment can continue to receive these supportive services payments for up to 90 days after their first date of hire, even if they are no longer receiving CalFresh.

What is the time commitment for CalFresh Employment & Training?

Participants who are not subject to the ABAWD work requirement but still volunteer to participate in CalFresh E&T should defer to the program requirements of the hosting organization or agency. CalFresh recipients subject to the ABAWD work requirement will need to complete a minimum of 20 hours per week or 80 hours per month of work and/or training. The 20 hours may be fulfilled by participating in a CalFresh E&T program, or a combination of paid work, CalFresh E&T and volunteer work.
